Gathern is a platform licensed by Saudi Arabia's Ministry of Tourism to regulate shared accommodation, connecting property owners with travelers looking for a villa, chalet, farm, or apartment for daily rental instead of a traditional hotel. The platform covers more than 200 cities and governorates, with over 50,000 listed properties currently active.

Before listing any residential unit on Gathern or any other booking platform, property owners need a 'private tourism hospitality facility' license from the Ministry of Tourism. This license legally allows owners to rent their properties on a daily basis to tourists and visitors. The license is issued through the Ministry's 'Tourism Activities Licensing' (TLG) platform, costs SAR 1,100 per year per license, and remains valid for a full year from the issue date.

There is a cap on the number of permits: a maximum of 3 permits per property and 8 permits total per person, unless the owner has a contract with a licensed hospitality facility management company, which raises the cap. The Ministry of Tourism actively monitors platforms, and listing an unlicensed residential unit is explicitly prohibited.

Once the license is obtained, registering on Gathern is straightforward. The platform provides a dedicated app for hosts to manage bookings, reports, and sales tracking from one place. This path is particularly suitable for properties in areas with clear tourist or seasonal demand.

Why this mattersThis licensing requirement is crucial for property owners in Madinah considering short-term rentals, as it affects the feasibility and legal compliance of such ventures. Understanding the costs and legal steps involved can aid in planning and budgeting for potential income-generating opportunities. For developers and architects, this regulation may influence the design and planning of new residential projects aimed at the tourism market.
