Licensed worker housing mandatory from 1 Feb 2027 for firms under 250 staff

StatusOfficial statement by the National Program, chaired by the Ministry of Municipalities and Housing; the date is stated as fixed.

The National Program for Developing Group Housing for Individuals has stressed that establishments with fewer than 250 targeted employees should regularize their worker accommodation and meet all regulatory requirements. The final phase of mandatory implementation begins on February 1, 2027. The announcement was reported from Riyadh.

The program is chaired by the Ministry of Municipalities and Housing and regulates worker accommodation across Saudi Arabia. Its stated aim is to ensure health, safety and quality-of-life standards. Several ministries and government agencies are members of the program.

The requirement covers complying with the applicable regulations and providing licensed group housing. The program presents this as part of efforts to regulate worker accommodation and improve the quality of the residential environment in cities across the Kingdom.

The program described the time remaining before the requirement takes effect as a grace period. This is meant to give establishments enough time to complete the necessary procedures. It reaffirmed its commitment to helping establishments regularize their status through approved regulatory channels.

Two approved options are available. The first is to obtain a shared accommodation license for the establishment's own building through approved licensing platforms, after meeting the prescribed health, technical and safety requirements. The second is to contract with pre-licensed shared accommodation units, so that employees are housed in regulated accommodation without the establishment operating its own residential facilities.

The program said compliance with these options would help regulate worker accommodation, strengthen adherence to health, technical and safety standards, and curb the unauthorized use of residential buildings. It added that regulation aims to provide suitable living conditions, enhance quality of life and improve the urban landscape. It also seeks a balance between letting establishments carry out their activities and ensuring they comply with the rules.

The program urged eligible establishments to use the grace period to finish procedures through approved platforms or choose licensed accommodation units. Doing so avoids potential legal consequences for non-compliance under the approved regulations and guidelines.

Why this mattersThe statement does not mention Madinah, but the rule applies across the Kingdom, so employers and contractors in the city fall under it. Firms under 250 staff must either license their own building or contract licensed units, which likely creates demand for compliant worker-housing schemes and for fit-out and safety upgrades to existing buildings. For our hospitality and mixed-use work, it is worth checking whether staff accommodation and contractor camps on future projects meet the health, technical and safety requirements, and whether licensed shared housing is a viable product to appraise. The 1 February 2027 date is worth diarising for clients' project programmes.
