NEOM Secures SAR10 Billion Credit Facility for Giga-Project

NEOM has secured a revolving credit facility worth SAR10 billion to cover short-term financing needs, as the Saudi giga-project advances developments including Trojena, THE LINE, Oxagon, and luxury island Sindalah. The facility follows a Murabaha structure, aligning with NEOM's stated strategy to diversify its funding sources.

Saudi National Bank, Riyad Bank, and Saudi Awwal Bank acted as lead arrangers, with nine banks participating in total. This financing follows a SAR23 billion agreement to finance the NEOM Green Hydrogen Company and a 2023 SAR3 billion debt financing that partially funded Sindalah. NEOM recently hosted representatives from 52 global, regional, and local financial institutions to view project progress and explore partnerships.

NEOM, a project backed by Saudi Arabia's Public Investment Fund, is a cornerstone of the country's Vision 2030 programme to diversify its economy beyond oil. The new financing supports what NEOM describes as "transformational infrastructure assets."

Chief executive officer Nadhmi Al-Nasr called the facility "a natural fit within our wider strategy for funding," pointing to a steady expansion of debt instruments as construction progresses. The reliance on domestic banks and Islamic finance structures underscores how the kingdom is leaning on its own financial institutions to fund one of the world's largest development projects.
