The Saudi Power Procurement Company (SPPC), acting as the Kingdom’s Principal Buyer, has qualified 13 companies to participate in the third round of Conventional Independent Power Producer (IPP) projects. These projects are based on Combined Cycle Gas Turbine (CCGT) technology. The qualification process, which began in July 2026 under the Ministry of Energy's supervision, is part of a broader initiative to expand Saudi Arabia’s gas-fired power generation capacity through private-sector investment. The projects will be developed under a Build-Own-Operate (BOO) model, with qualified companies moving on to a competitive procurement process. The qualified companies include leading Saudi and international energy developers, utilities, and infrastructure firms. The third round of CCGT projects will include a carbon-capture readiness requirement, aligning with Saudi Arabia’s Circular Carbon Economy approach. This initiative follows two previous rounds of IPP procurement, which included projects like Taiba 1 and 2, and Qassim 1 and 2, with a combined planned generation capacity of 14.4 GW.

Why this mattersFor developers and design practices in Madinah, this qualification round signals potential opportunities in power generation projects that may require architectural and engineering expertise. The focus on CCGT technology and carbon-capture readiness could influence future project designs and technical requirements. Understanding these trends can help local firms align their services with the evolving needs of the Saudi energy sector.
