The river runs 1 795 m through the district, and the plan takes that length as the organising element rather than as an edge to be tidied. Fourteen water installations stand along it, one for each region of Kazakhstan, with a 65 m fountain at the centre — a sequence that has to be paced across 1 795 m and still read as one figure from either end. The scheme is drawn as lots: the riverwalk, a park of 171 205 m² beside it, and four residential parcels around them, each sheet showing one lot complete with the rest of the district held in grey behind it.
